• Must be a resident of Effingham County and have a physical address in the county.
• Must be unemployed or underemployed
• Must be 18 years of age or older
• Must be physically and mentally able to work
• Cannot be pregnant
• Cannot be a convicted felon

Cannot Receive:

• Retirement Income
• Pension
• Social Security
• SSI or any type of disability income
• No pending SSI or disability claims
